How long have women been allowed to wear short dresses?

Since ancient times, women wore ankle length dresses or tunics. Even the Aztecs and Maya, Incas, Egyptians, would not allow their women to wear anything short around their bottom halfs. Even today, it's against the law in Arab countries for women to wear short skirts. I know this changed in Western countries in the 1920's. How did this come about?
