Racism,Tarriest, Whats the difference?

If teaching hate and acts of violence in america against americans is considered a terrorist act, then shouldn't the teaching of hate and acts of violence in america against minority americans mostly committed by white racist americans such as Kl Klux Klan, Skin heads, Outlaw biker clubs, gang members, racist judges, racist prosecutor's, racist law enforcement officers, racist local, state, and federal government politicians be considered a terrorist act. The crime is on american soil and the victims are americans! Under current terrorist laws most victims are white and the perpetrator is other then white. In violence against minorities all victims are other then white and the perpetrator is usually white. There is no difference in the act's or reasoning behind it except skin color so shouldn't both crimes be considered terrorist act's?
