Why is bullying, fighting and the slandering of kids among each other so accepted in the public school system?

As a former recipient, I have long since decided that, in the event that I should have children, they WILL NOT be attending public school (from what I understand, it has only gotten worse and continues to this day). I believe that this is the primary reason for alternative options, like private and home-schooling.
